Criteria for selecting proposals...
The Secretary will select applicants to be funded for new awards under this part on the basis of criteria set forth in the Education Department General Administrative Regulations (EDGAR) in 34 CFR parts 74, 75, 77, 79, 82, and 86. The maximum score for all the criteria is 100 points: (a) Need; (b) Significance; (c) Quality of Project Design; (d) Quality of Project Services; (e) Personnel; (f) Adequacy of Resources; (g) Management Plan; and (h) Quality of the Project Evaluation. The Secretary is particulary interested in applications that meet one or more of the following invitational priorities: (1) Effective use of educational technology; (2) Business and community partnerships and K to 12 collaborations; (3) Program evaluation and assessments of student outcomes; (4) Access, retention, and college completion; and (5) Increased participation of underrepresented groups in graduate study.
